I have been in the HR field for 40 years and am convinced that there can be no effective employee engagement with employment-at-will hanging over the heads of employees. A return to discharge for cause, in-house skills upgrade training programs, use of company service in layoff and transfer, inclusion of self-nomination in the promotion program, and layoff with recall rights is critical to establishing truly effective employee engagement.
